Description: Provide effective leadership of the Refinery’s Health and Safety Program, and stewardship of the Company’s H&S interests. Ensure understanding of and compliance with applicable OSHA regulations including, but not limited to, records related to injuries; complaints, inspections, citations, etc. are properly documented and reported. Serves as the primary interface with regulatory agencies; act as liaison between corporate, field locations, and agencies. Implement field compliance and monitoring of Company Health and Safety (H&S) programs. Manage the health and safety training process including development of and leading training on health and safety systems, policies, and procedures. Lead the development, implementation of, and ensure day to day field compliance with MOC’s, JSEA’s, & PSSR’s. Implement and monitor Process Safety Management (PSM) programs. Manage the Industrial Hygiene monitoring program. Manage the emergency response program. Manage the medical surveillance and employee wellness assessment programs. Case management of injuries and determination of OSHA recordability, working in conjunction with field HR. Lead and conduct activities in support of work permitting. Provide oversight of and guidance to the Health and Safety Committee. Lead incident investigation and reporting. Lead facility initiative to achieve and maintain OSHA VPP status. Manage any H&S Specialists. Lead the development & implementation of safety recognition programs. Represent the Company in H&S regulatory inspections and information requests. Facilitate inter-departmental interaction and cooperation on H&S issues. Promote teamwork and effective H&S knowledge, support, compliance and leadership in all employees and contractors. Promote continuous H&S improvement through timely incident investigations, issuing lessons learned, and promoting best practices. Manage H&S assessments and audit results as required. Requirements: B.S. degree in Engineering, Safety, or related field of science is required. A minimum of 10 years of professional Health and Safety experience in directly related industry or field required. At least 3 years of supervisory responsibility required. Must demonstrate proven skills in leadership, problem solving, communication, building consensus, and productive negotiation leading to effective decision making. Experience is required in refinery, chemical plants, or related industry in health, safety and environmental support. Knowledge of local, state, and federal safety regulations affecting the refinery operations. Strong oral and written communication skills including use of MS Office Suite products, such as Word, Excel, Power Point, SAP etc.
