The position is the senior
management position responsible for the proactive management
of environmental regulatory compliance for the University.
The position has responsibility for oversight of underground/above
ground storage tank management, air quality permits (Title

management, wetland issues, environmental assessments at
inactive waste sites, collection of radioactive and hazardous
materials/wastes from campus, and operation of the Hazardous
Materials Facility (a fully permitted

storage-for-decay program for short-lived radioactive
wastes.
This position maintains the
environmental permitting of the above programs and ensures
compliance with the increasing number of permits required by
state and federal agencies.
Minimum requirements are BS/BA degree with 10 years experience in environmental
permitting/compliance and certification in the environmental
compliance field or a Master's Degree in Environmental Science,
Environmental Engineering, Environmental Studies, Environmental
Management, Chemistry, Natural Science or related field
with 7 years experience and a certification in the field of
environmental management.
An applicant should have a strong background in
environmental management and specific permitting experience
in at least one of the permitting medias. Knowledge and
experience of EPA and NC environment regulations is required.
Knowledge of environmental engineering is highly desirable. A
minimum of at least 10 years of progressively
responsible and closely related experience in Environmental
management/permitting is required. In addition this position
requires strong verbal and written communication skills, and
good interpersonal skills.

systems to achieve and maintain certifications for the ISM Code,
ISO 9000 & 14000 and the AWO Responsible Carrier Program.
Implements an effective safety and environmental management system
that is documented and satisfies regulatory and customer
requirements. Performs ESQA management system audits and incident
investigations and ensures implementation of effective corrective
actions and continual improvement in business processes. Manages
spill prevention and response plans; emergency response to oil and
hazardous material releases and remediation of contaminated
property. May administer hazardous materials handling technical
support as required by business units. Maintains
ongoing communications with customer, state, and federal safety
HSE representatives to maintain a positive and professional
working relationship.
Job Scope Manage the implementation and administration of health,
safety, environmental aspects of Crowley’s Operational
Excellence Management System for Alaska operations to ensure
compliance with regulatory and the Loss Prevention System (LPS).
Budgetary responsibility. Manages response to oil or hazardous
materials releases and property remediation projects with annual
budgets or potential costs in $1 to 2 million range. Primary
initial focus is HSE and LPS support for Valdez operations which
will require a minimum of 50% time on location in Valdez.
Required Experience - Minimum of three to five
years experience in maritime, transportation or environmental
industry safety, environmental compliance and quality assurance
programs, and USCG and OSHA requirements General marine
experience in the petroleum transportation industry experience is
preferred. Must possess skill sets and demonstrate proven
experience developing, improving and streamlining processes to
meet established goals and objectives. Requires the ability
to effectively manage projects that may vary in nature and scope.
Skills & Ability to work well with all levels of company
personnel as candidate will be expected to coach
Knowledge vessel personnel and communicate with upper management
and customer regarding HSE
requirements. Ability to review actual training programs and
evaluate usefulness and applicability of such programs and make
recommendations for changes. Must have well developed verbal
and writing skills with the ability to write reports and give
presentations for all levels of the company as well as customers
and regulators. Computer literacy and ability to analyze
accident data, etc. using various software. Ability to
handle field pressures, emergency response, and act as a first
responder in a variety of crisis situations.
Required Education - Bachelors degree in marine
engineering/transportation, occupational safety and health, or
environmental engineering. Certified Safety Professional or
equivalent HSE experience highly desirable.
Working Conditions - Primarily an office environment, but
depending on company requirements, may spend extended periods
outside office at operational facilities. When working outside,
may work in extreme temperature conditions. Must wear hard-hat
when working onboard barges/vessels or at operating facilities.
Ability to board vessels, climb ladders and stairs, and enter
hazardous areas, including confined spaces, and wear a respirator.
May be exposed to odors, dust, dirt, mechanical and chemical
hazards, high noise levels and dangerous equipment. Must comply
with all work rules, including those pertaining to safety and
health.
